Are we allowed to Exchange duplicate keys

I got
10 normal steam cd keys
2 premium steam cd key
1 out of the 2 premium steam keys is a duplicate (basically they are the same game)
3 out of the 10 normal steam cd keys are duplicates are we allowed to exchange the back for another one?

If i can't exchange it back i guess its reasonable judging from how i already saw the keys :P

Oh and quick notice the steam keys Lawnmower the game Are mislabeled
They are they 2nd version (Lawnmower Game 2: Drifter) which is 1 dollar cheaper (1.99 > 0.99)
